On 31 July 1991, Presidents George HW Bush and Mikhail Gorbachev signed START I, a bilateral nuclear disarmament treaty between the US and the USSR that led to an 80% reduction in then-existing strategic nuclear weapons. Initially proposed by Ronald Reagan in 1982 the Strategic Arms Reduction Talks finally settled on a limit of 6000 nuclear warheads and 1600 ICBMs for both countries.
